Building Regulations relate to the structure of your build, to see if they follow the the regulations themselves. This means an inspector checks if your building is safe for the people inside and outside of your building
They also include requirements to ensure that fuel and power is conserved and facilities are provided for people with disabilities, for example they are able to move around your building with no problems
If your building follows the regulations and has no structual problems it will be approved, however if it does not follow these regulations then it will most likely be rejected. On the other hand inspectors can negotiate with you to help your building project be approved
